Please allow lich form to be cast over existing spell for xp purposes. ALl these necros constantly logging in and out give me headache ;\)

That's the worst request in a while. Lich form isn't self-cast. They can cast it on anything that isn't undead. Basically the only things they can't lich are their own pets, and some select mobs in Kuril.

If they annoy you with relogging buy them a pet, or just kill them.

Any necromancer whose constant relogging to maximize their xp gain is doing it without the code preventing them from doing it another way. We're a player law mud, so if it's irritating you I would suggest asking that individual why they aren't casting their spells at other targets, killing them until they don't have enough mana or skill to effectively cast spells, or otherwise expressing your distaste with their play habits in game.
