Below is the text from the help file.
The Akkad Arena
The Akkad Arena is a place of blood and glory. By fighting in the arena, you can gain a ranking that bestows recognition and possibly benefits as well.
To reach the arena, go to the old Akkad slums and look for the arena.
Once there you will be in the entrance room. From the entrance room you may do the following:
Entrance Commands:
rank - returns help on the ranking system
rank all - shows the list of all ranked competitors
rank high - Filters the list ot the highest ranked players.
rank <name> - Returns the rank of <name> and if that person is online, their kill to death ratio.
open arena - Will unlock the arena if no fights are in progress.
sanction - Toggle sanctioned fight on or off, you must do this each time you log in and want to fight in the arena.
All participants in a fight must be flagged the same, all sanctioned or all not. This is to make sure the fight gets recorded properly.
Exits from the entrance rooms include to the stands and to the arena proper
From the stands you will get a play by play (spammy) of all action in the arena. It is a safe vantage from which to watch the fights.
WARNING - Do not attempt to assist anyone fighting in the arena from the stands. To do so carries a severe penalty.
Once you enter the arena proper, you will find there is a center area and four other rooms. From inside the arena proper you may do the following:
Arena Commands:
battle commence - Will lock the arena from the inside and allow battle to commence. You have one minute from the time the command is issued to start fighting, or death will come for all participants.
battle secure - May be used to unlock the arena either before the first blow is exchanged, or once all but the victor are dead.
restore - Transports you to the arena hospital were you will receive a no penalty resurrection.
NOTE - Any gear you take into the arena is at normal combat risk. If you bring a valuable weapon to improve your odds of winning, you must be prepared to have it lost via any normal combat circumstances.
